I use Paint Shop Pro 9. I used to have PSP 11 or something like that, but it disappeared when my computer crashed. -_-
I also use Gimp 2.6 very very very occasionally.

I was in your shoes for a while! I use Paint Shop Pro, so I open up a new layer and have that set as a blank page. Then I pull up the pictures that I want to put together. I copy one, the paste it into the blank layer as a selection. Then repeat for the other pictures. After I arrange them the way I want, I crop.
